If you are one of Indiana's small urban or rural transportation providers, the Indiana Rural Transit Assistance Program (RTAP) is here to serve you. The RTAP Program provides technical assistance and training to not-for-profit public and specialized transportation providers all over the state of Indiana. We work with many different types of transportation agencies including:
- Public Transit Operators
- Agencies/Councils on Aging (AoA/CoA)
- Vocational Rehabilitation Providers
- Step Ahead Councils
- Metropolitan Planning Organizations (MPO)
- Transportation Advisory Committees (TAC)
Our services are provided at no cost to those agencies that provide public and social service transportation and receive capital and/or operating assistance through INDOT's 5310 or 5311 transportation grant programs. The Indiana RTAP Program is funded by the Federal Transit Administration and the Indiana Department of Transportation.

Notice of Proposed Rule Making - Drug and Alcohol Program
The USDOT posted a Notice of Proposed Rulemaking stating as follows:
The U.S. Department of Transportation (Department) proposes to amend its drug-testing program regulation, 49 CFR part 40 (part 40), to add fentanyl (a synthetic opioid) and norfentanyl (a metabolite of fentanyl) to its drug testing panels. The Department also proposes to amend certain provisions of part 40 to harmonize, as appropriate, with the current HHS Mandatory Guidelines using urine and oral fluid. This NPRM also proposes to clarify certain existing part 40 drug testing program provisions and to make technical amendments.
Comments to the notice should be submitted by October 17, 2025 to https://www.regulations.gov/docket/DOT-OST-2025-0049/document

National RTAP has updated its GTFS Builder Guidebook, along with five training videos in relation to its new single spreadsheet GTFS Builder tool.
